MITCHELL C. PAYNE is a Partner in the law firm of Payne, Black & Pickelsimer, LLC with offices in Rock Hill and Columbia, South Carolina. With Jan Warner, he co-founded the firm of Payne, Black & Pickelsimer, LLC, and Elder Law Services of South Carolina, P.A. Mr. Payne received his Master’s in Accounting from the University of South Carolina’s Moore School of Business in 1981, and his JD from the University of South Carolina School of Law in 1984, where he served on the SC Law Review. Mr. Payne concentrates his practice in the fields of Elder Law, Long Term Care Planning, Medicaid Eligibility, Nursing Home Law, Estate Planning, Disabilities and Special Needs Law, Public Benefits, Probate, Estate Administration, Incapacity,  and Litigation, relating to Breach of Fiduciary Duty, Elder Abuse, Wills, Trusts, and Estates.  Mr. Payne is a Member of the National Academy of Elder Law Attorneys,  and a Charter Member of the Academy of Special Needs Planners.  He is a founding board member and past Chair of The Carolina’s Chapter of the National Academy of Elder Law Attorneys, Past President of the South Carolina Chapter of NAELA, and currently serves as Chair of the Elder Law Committee of the South Carolina Bar.  Mr. Payne is a frequent lecturer on Long Term Care Planning, Medicaid, Disabilities, Asset Protection, and Elder Rights issues.  Mr. Payne is a member of the South Carolina and Georgia Bar.

In addition to Payne, Black & Pickelsimer, LLC, Mr. Payne was also a co-founder and member of Elder Law Services of South Carolina, P.A. and ElderLife Services, Inc.
